Introduction
The Republic of Indonesia was established on August 17, 1945 after fighting for its
independence from colonial domination of the Netherlands for 350 years and from Japan’s
colonisation for 3 (three) years (1942-1945).
The Republic of Indonesia has one ideology that is Pancasila (The Five Basic Principles)
consisting of: The belief in one God Almighty, Humanity that is just and civilised, Nationalism,
Democracy and Social Justice.
The Republic of Indonesia is made up of more than 13,000 islands located along the line
of the equator, between two continents, Asia and Australia and between two oceans, the Pacific
Ocean and Indian Ocean. Among the 13,000 islands, there are 5 large islands Sumatra, Java,
Borneo, Celebes and New Guinea.
The Republic of Indonesia is composed of more than 250 ethnic groups with their own
dialect of which the Javanese are the largest, as well as then 300 local languages or dialects.
The population of the Republic of Indonesia is 210 million people and they follow various
religions. About 80% of them are Muslims and 20 % are Christians, Catholics, Buddhists and
Hindus.
The first Head of the Republic of Indonesia was Ir. Soekarno who ruled from August
17, 1945 to March 7, 1967, the second Head of state is General (ret) H. Soeharto who has been
ruling since March 7, 1967 to May 21, 1998 and the third Head of state is Prof.Dr. Ing. Habibie
who has been ruling since May 21, 1998 to this day.
The life of the citizen is regulated and guaranteed by the 1945 Constitution, especially
the life and the freedom of religious as well as holding a religion based on each ones belief as
mentioned in the 1945 Constitution Chapter 29 Verse 2. However, the harmonious life among
the religion holders. Lately, has been disturbed and there is a tendency even leads to the effort
which restrict the freedom to carry out religious service and the oppression of the Christian,
Catholics, Hindu, Buddhist which is essentially a violation against human rights.

Since 1945 to November 30, 1998 there have been 516 Church buildings closed down,
damaged or burned to ground and at least 20 Christians have died.
The Concern of the Christian Community in Indonesia
Recently, since the beginning of 1996, Christians in Indonesia have been faced with a
series of shocking incidents. In addition, there are efforts to restrict upward movements well
as agitation, intimidation and oppression against certain groups of weak people with a certain
purpose by irresponsible persons. The Christian community is cornered and accused of betraying
the Republic of Indonesia. They are accused of not striving in the struggle of the country. The
Christian’s religion is said to be a colonial religion and the religion of pagans/unbelievers.
This situation creates much anxiety, worry and fright in the life of the nation. As citizens
who involve ourselves in the life of the nation, striving and serving devotedly in achieving
success in the development of this beloved Republic of Indonesia since the Proclamation of
Indonesia’s Independence to this day, we feel concerned because this country is on the edge of
a big rupture. This is a very serious problem.
The things above are not in line with the purpose of the establishment of the Republic of
Indonesia founded on Pancasila ideology and the 1945 Constitution. The most basic thing is
that there is a decline of morality in almost every field of life, which endangers and even
destroys the unity, the future and the safety of the nation.
Is it true that the Christians in Indonesia are a minority class (besides Hindus, Buddhists,
Arabs, Indians, Chinese and others) without being “share holders” in the building up of the
Republic of Indonesia, also included in the contributions of the other religion? A strong example
is that of the building of the Centre for Islamic activities in Ujung Pandang, where there was a
grouping together of all business heads of the Minority class which was co-ordinated by the Ex
Head of the Armed Forces, General (retired) M. Jusuf, they were included in the participation
of gathering of funds that reached a large amount milliards of rupiah. Ir. Silaban, a simple
Professor in the science of building also gave “shares” and helping in the planning in the
building of the Istiqlal Mosque in Jakarta. The building for Agung Mosque in Surabaya was
once stepped because of lack of funds, on the instructions of the Vice President of the Republic
of Indonesia and by using the method of collecting funds from all the businessmen of the
Minority groups, they gathered together millions of rupiah. The afar mentioned money that
was gathered from the businessmen included among others; Ir.NN (No Name) contributed
1,000 million rupiah, also other business group groups stored between 1/2 to 1,000 million
rupiah. The group Jimbaran which is the largest group coming from the minority classes and
was co-ordinated by the Minister in charge of the control of population growth, Prof. Dr.
Hayono Suyono. They gave 2% from all that they received until there was gathered the large
amount of money amounting to over 600 thousand million rupiah to be used for the building
up of the poor villages, and also to help strengthen those with a weak economy. Is it right that
this (Christian) minority class that are without resources as mentioned about should be
continually the object of oppression and intimidation without receiving a quality of life in the
Indonesian Republic?
The Data about the Destruction of 516 Churches in Indonesia
From 1945 to 1964 there were 2 places of worship/churches damaged. Since 1965 to
November 30, 1998, every year, there is an increase in the number of the churches closed,
damaged and burnt down. Moreover with the legalisation of the Decree no. 1 1969 issued by
two ministers (Minister of Religion and Minister of Internal Affairs). The Decree issued by
those two ministers is in opposition to: 1. The 1945 Constitution Chapter 29 Verse 2; 2. Pancasila

The incident of destruction against places of worship/churches began in June 1967 and
in October 1967 taking place in Aceh and Makasar (Ujung Pandang).
The incident of destruction is said either by certain person or social figures as a vengeance
say either the incident of destruction on the riot in East Timor, which happened at the beginning
of 1996. What happened actually is the coming of different ethnic groups which brought a
problem between the natives and the new comers resulting in the removal of the natives in
every field, that is social, political, religious and cultural. The result of the riot at that time was
the damage of one mosque and one Protestant church. Clearly, the situation in East Timor can
not justify the illogical reason to commit other riots since the main problem is in the field of
culture and politics, not religion.
From 1965 to 1974 (10 years), their followed destruction against 46 churches or with
the rate of 4,6 church building destroyed per year. Later, between 1975 to 1984 (10 years), the
number of the churches destroyed increased to as many as 89 buildings or with the rate of 8,9
church buildings per year. The same between 1985 until 1994 (10 years), there was an increase
to twice as much as the previous number, that is 104 buildings or with the rate of 10,4 church
buildings per year. During the last four years, in 1995-1998, there is striking increase of which
the number of the churches destroyed amounts to 275 or with the rate 68.8 church buildings
per year (see Table 1,2; Figure 1,2,3).
Until November 30, 1998, there has happened the closing, destruction and burning of
516 churches. The above destruction does not include the destruction against places of worship
of other religion such as Buddhist Monastery and public, private and governmental facilities.
The Factors Instigating The Destruction on Churches
A lot of people ask who are those rioters? Who is the real instigater behind all these
riots? AS were written in the papers and the issues current in the community the trigger and
the cause of the destruction’s of church buildings are:
* The hatred against the Chinese descendants
* The hatred against the Christians
* The social and economic disparity
* Political, economic, cultural reasons, etc.
Analysing the facts on the spot and the methods applied in the destruction the reason mentioned
above give the impression as being fabricated and irrational, even the Commander of the Armed
Forces, Gen. M. Feisal Tanjung (Kompas, January 8,1997) declared the existence of actor
intellectuals behind all those destructive incidents. But up to now no court has ever produced
a legal proof to support the General’s statement. Besides K.H. Abdurrachman Wahid (Gus
Dur) declared that the riots happening so far is financed by a fund of 300 million rupiah and
the amount is invested in shares in Jakarta. (Jawa Pos and Surya, June 11,1997).
With the permission of Gus Dur and the Kiais (the venerated Moslem religious teachers)
a number of Church building, school buildings and orphanages and other public facilities
have been renovated. Among them are: 10 Church buildings in Surabaya, 24 Church buildings,
school buildings and orphanages in Situbondo, 14 Church buildings in Tasikmalaya, 5 Church
buildings in Rengasdengklok, 14 Church buildings in Banjarmasin, 1 Church building in Kediri
and the rest of the renovated buildings are not complete or licensed. For the renovations
obstructions came from the local government, Department of Religion and military persons.

after the destructions of 10 churches in Surabaya on June 9, 1996. SCCF was supported by the
leaders of all mass organisations, Christian Institutions, Christian Foundations, Church Partners and
Denominational Churches in Surabaya.
And then after the destructions incident of 24 Churches in Situbondo, SCCF changed to EAST JAVA
CHRISTIAN COMMUNICATION FORUM and finally it was established INDONESIA CHRISTIAN
COMMUNICATION FORUM (ICCF) in Prigen – East Java, on January 26, 1997 in the First Christian
Leaders National Consultation which were supported by 350 Christian Leaders from all provinces in
Indonesia. Until June, 1998, there are 21 Christian Communication Forums in all Indonesia area.

Being the witness of Christ and God’s real blessing for the people in the world, especially in
Indonesia.

a. Achieving Christian union integrity in the effort of struggling the Christian right to worship
in freedom.

the building of the Republic of Indonesia.

a. Fund raising assistance from the congregation in all Indonesia for renovating Lord’s churches in
Indonesia which were destroyed and or burnt. Until November 30, 1998, more than 80 % churches
have been renovated and rebuilt
b.Consolidation, information and communication by publishing ICCF information every month and
distributing them to all Indonesia and the world, publishing book “ Beginikah Kemerdekaan Kita?”
and magazine “PENABUR”, and the sending of information can be done through the Internet
with e-mail.
c. Legal Advocacy/ Aid.
Giving consultation and legal aid for the churches and Christians, giving concept about law
awareness in building houses of worship in accordance with the law regulations which prevail.
d.Human Resources Enhancement
1. Manpower human resources
Distributing Christian manpower to enterprises which need.
2. Academic human resources
Channeling students with high academic achievement to higher level
e.Humanity Action
The important things which have been done are collecting food and clothing assistance from
churches and burdened persons for Irian Jaya people who were suffering famine because of long
dry season in 1997, water and plants seed to Gunung Kidul people in Central Java which were
experiencing drought, goat-mother assistance to Bantul area Yogyakarta and the entire of East
Java. Collecting food assistance for the people who live under the poverty especially in Surabaya
and generally in East Java.
Closing
Responding to the riotous incidents above of which 516 Christians’ places of worship/
churches were burnt, destroyed or closed down along with the death of 20 Christian figures
or Clergymen who died as martyrs since 1945 until November 30, 1998, we need to be more
introspective and admit humbly and sincerely that the Christians community, in Indonesia

still has many weaknesses and drawbacks.
Let us realise and learn and keep on learning from that weakness and drawbacks above
as well as have a willingness to improve it. Let us, as the Christians in Indonesia, repent and be
united in one body to Christ, as we are faithful towards Him. Let us, as the Christians in
Indonesia, strive for and hold in high esteem the dignity of humanity and keep trying to maintain
the unity and oneness of the nation. Let us, as the Christians in Indonesia, pray that God will
lead us in living our lives following the good example set by our Holy Shepherd, Jesus Christ:
a. Loving each other (Matthew 22:39); b. Being kind and generous to all people (Galatians
6:10); c. Being friendly and hospitable to others and being full of affection and forgiveness
(Ephesians 4:32). Let us, as the Christians in Indonesia, leave the feeling of fright against any
intimidation, offence and oppression, while standing firm and keep on trusting in the truth of
God’s promise. “Do not be overcome by evil, but overcome evil with good” (Romans 12:21).
“Do not take revenge my friends but leave room for God’s wrath, for it is written: “ It is mine
to avenge, I will repay, “says the Lord.” (Deuteronomy 7:10, Psalm 99:8, Romans 12:19), Bless
those who persecute you, bless and do not curse. (Romans 12:14)

of 8 local people who claimed to be representing all the inhabitants. The said building was

West Java, which no been completed and issued its licence could not be operated because
of the objection of the inhabitants who live far away from the location.

Information) Arcamanik Incident , Bandung West Java. This area is a very difficult area
for the development of Christian Community, especially for the Catholic
Church, the Indonesian Christian Church and Gereja Isa Almasih. The Catholic
Church, which has completed its Church building, has to surrender it to be
used for sport centre and the Indonesian Christian Church cannot operate its
Church building. Even the Gereja Isa Almasih is threatened to close down its
Church for fear of rousing riots, according to the local village chief, Mr
Comaruddin, though the Church is well built and sound proved.
325.Februari, 1997. Cipaku- Genteng Incident, South Bogor-West Java. After the destruction
of the Bethel Injil Sepenuh Church (GBIS) in February 1997, the local village and military
chief support the immediate renovation of the church, because the Church had already
been built earlier than its neighbourhood (there were only cemetery, cassava fields and
office of the village chief). But was objected by the local police head, Mr. Moh. Abdul
Kadir and Forced the Church to obtain building permit which would never be issued as it
needed the consent of the inhabitants who were obviously instigated by the Genteng village
chief not to consent.
326.February 10, 1997. Ambon Incident- Moluccas. Catholic Kingdegarten, Secondary School
and High School building were burned with the hope that the Church building next to it
would be burned as well. Fortunately the surrounding inhabitants who were obviously
instigated by the Genteng village chief not to consent soon put out the fire.
327.February 11, 1997 & April 15, 1997. Sumenep Inciden, Madura –East Java. Sidang
